In this year, Shenyang has two events, one is constructing “industrial year” and the other is preparing for Shenyang International Flower & Gardening Exposition 2006. While International Flower & Gardening Exposition concerns improving the urban construction and city management of Shenyang, so it has gained more attention of Shenyang people. During the two conferences, most of the proposals and draft resolutions submitted by the NPC deputies and C.P.P.C.C commissioners touch upon the construction of International Flower & Gardening Exposition. On January 17, reporter interviewed Mr. Yang Yazhou, the mayor assistant and director of International Flower & Gardening Exposition Preparing Office, and learned some hot news about construction of International Flower & Gardening Exposition

Construction period: Construction of International Flower & Gardening Exposition will be started in full scale after Spring Festival.

Mr. Yang Yazhou introduced that all construction schedules of International Flower & Gardening Exposition had been determined at present. On 12 th of this month, advertising for bid has been put out concerning infrastructure construction, greening and parking lot at entrance of area B and buildings, lake, roads and square within the park as well as other basic frames to be constructed with the investment of the government. The whole project is divided into 5 bidding sections, which will be opened at the beginning of February. This means that International Flower & Gardening Exposition will be started roundly after Spring Festival.

Rose Garden: the brightest scenery spot in the International Flower & Gardening Exposition

Mr. Yang Yazhou said that the Rose Garden would be the most colorful scenery spot within the International Flower & Gardening Exposition, which will include outdoor and indoor part. Indoor part will be designed by the famous designers invited from Japan. Building construction design drawing for it will be finished at late March and construction will be started in mid-ten days of March, the construction will last only for 6 months. Different from the traditional tropic greenhouse structure, the Rose Garden will be a show greenhouse with steel structure, which has low requirements for sunlight, temperature and humidity but has good landscaping effect.

The Rose Garden covering 6000 square meters will be the unique garden art integrating hill, water, stone, grass, flower and tree and other landscaping elements, which is different from what you imagining—displaying roses of all kinds in a wide flat land within greenhouse. It is not difficult to imagine that the bits and pieces of roses distributed in the flower shelves, potted landscape, floor, dais and even ramp that are arranged at random but orderly will show the beauty of rose and unique pattern of the garden in all aspects. Shenyang Rose Garden will show you the rose of different kinds from Shenyang and other cities, even from Japan, Britain, Netherlands and so on. What is most different from other gardens is that this is a show garden invested by the City Government of Shenyang, which will provide a good scenery spot for Shenyang people to visit in winter after it is built up. Especially, here will leave a special ground for wedding ceremony. When performing a wedding ceremony here, although outdoor has a vast expanse of white sonw, the Rose Garden within the glass house that is warm and full of blooming roses will make bride and bridegroom never forget their wedding.

Operation: One ticket passport for International Flower & Gardening Exposition

Will the International Flower & Gardening Exposition practice the system of one ticket for one garden? Mr. Yang Yazhou expressed explicitly that International Flower & Gardening Exposition will practice one ticket passport but not two tickets, but making a price for the ticket needs to calculate the investment for the whole project, examination and approval of Office Price Stabilization and price testimonial session. So the ticket price has not be fixed and will be made known after about a half year. However, it is estimated that the ticket price will not be very high according to investment estimation. Mr. Yang Yazhou said that all domestic and foreign gardens within the International Flower & Gardening Exposition would not charge, but every garden might sell their local products within their gardens. As for the late operation of International Flower & Gardening Exposition, Yang Yazhou expressed that all countries or cities can send their persons to operate their gardens in Shenyang or they can contribute their gardens to Shenyang City Government for operation and management.

Traffic: traffic drilling will be made in May Day this year

During the International Flower & Gardening Exposition, the passenger flow will increase by duplication. The present lines of traffic to International Flower & Gardening Exposition and passenger capacity will not be able to satisfy the requirement surely. Now, International Flower & Gardening Exposition Preparing Office has worked out relevant traffic design plan preliminarily. In the future, special bus lines for tourist directly leading to International Flower & Gardening Exposition will be opened at the places where people concentrating. Yang Yazhou disclosed that during May Day, advance showing for the traffic plan during International Flower & Gardening Exposition will be made at the peak of passenger flow, through which and putting out questionnaire to citizens, the passenger flow during the International Flower & Gardening Exposition will be estimated accurately so as to allocate passenger transport resources scientifically.

Tourist chain: connecting Ice and Snow Festival

International Flower & Gardening Exposition has season limitation after all, but the snow world that is also in Qipanshan area can make up this regret. In addition, the snowscape and the Jade Hall, Potted Landscape Hall, Rose Garden and Ganhezi Bird Island that will be open in winter will also attract tourists. The Qipanshan Tourist Area in the future will be formed a tourist chain in season seeing International Flower & Gardening Exposition in summer and autumn and enjoying snowscape in winter

In the background area of the International Flower & Gardening Exposition, the most worthy of mention is Hunhe River tourist line. The Wangjiawan Rubber Dam under construction will make the 7km distance from Wulihe Park to Ganhezi Island into continuing water as well as a tourist landscape line. Moreover, at the main entrance of International Flower & Gardening Exposition, an artificial wetland with sewage disposal function will be built as planning. And the works of Donghu Park programmed at opposite of Dongling Park has be commenced.

At present, the programming 193 square kilometer area in Qipanshan Tourist Area has been approved by the municipal government. The biggest change is that its positioning before is the east subsidiary city of Qipanshan area but Qipanshan tourist and vacation area now. Subsidiary city needs to add people to live in, while tourist and vacation area requires to reduce permanent population to form a large tourist resort with International Flower & Gardening Exposition as lead and mainly relying on tourist, service, recreation and vacation.
